NRC & Labor
History
 
The National Railroad Construction and Maintenance Association was originally created as a means by which a group of unionized railroad contractors could bargain collectively with labor to create a national agreement. Today, NRC has expanded beyond that original purpose, but service to our unionized companies is still a key activity of the Association. The national agreement, known as the Rail Transportation and Operation Agreement (RTOA) and first signed in 1973, is still in effect today. Approximately 20 NRC member companies are signatories to this agreement with the Laborer's International Union of North America (LIUNA) and the International Union of Operating Engineers.

The Railroad Cooperation and Education Trust (RAILCET) is a promotional council for this agreement.
