On 1/28/2010, President Obama announced the recipients of the American Recovery and Reinvestment Act (ARRA) stimulus high-speed and intercity passenger rail grant funds. For the official FRA press release click here: http://www.fra.dot.gov/us/press-releases/341.
 
On 10/14/2009, the U.S. House Transportation and Infrastructure Subcommittee on Railroads, Pipelines, and Hazardous Materials held a hearing titled, "High Speed Rail in the United States: Opportunities and Challenges."  For a summary of the hearing click here.

On 10/6/2009, FRA Administrator Joe Szabo announced that FRA received 45 applications from 24 states totaling approximately $50 billion to advance high-speed rail corridor programs. Also, FRA received 214 applications from 34 states totaling $7 billion for corridor planning and smaller projects.  Due to the overwhelming response and FRA's desire to lay the groundwork for a truly national high-speed and intercity passenger rail program, announcement of all awards will be made this winter.

8/24/2009 was the deadline for the initial round of state applications for federal high-speed rail development funds. While July's first round of pre-applications saw $102.5 billion in proposed projects, the final application for Tracks 1, 3 and 4 projects saw state DOTs announcing less than $6.6 billion in actual shovel-ready high-speed rail projects. States with more ambitious plans will likely resubmit these as 'Track 2' projects, designed for long-term development of corridors, by the Track 2 deadline of October 2. FRA will now begin to evaluate the submissions and plans to announce the winners in October.  For an informative Engineering News-Record article about the first round of applications, click here.

On August 14, 2009, the FRA released application information for "Track 2- Programs" for the High Speed Intercity Passenger Rail (HSIPR) Program.  For more information, including links to the required application forms, click here: http://www.fra.dot.gov/us/content/2248.  Applications are due no later than October 2, 2009.

On June 17, 2009, the The Federal Railroad Administration (FRA) released guidelines for receiving grants for the High-Speed Intercity Passenger Rail Program (HSIPR) designated by the American Recovery and Reinvestment Act (ARRA) stimulus bill.  The guidance was released in response to the April 16, 2009 announcement from President Barack Obama, along with Vice President Biden and U.S. DOT Secretary LaHood, of the FRA's Strategic Plan for High-Speed Rail. These guidelines detail the application requirements and procedures to guide eligible applicants in seeking funding for high-speed and intercity passenger rail authorized by the Passenger Rail Investment and Improvement Act of 2008 (PRIIA) and appropriated under ARRA and the DOT Appropriation Acts of 2009 and 2008.

The FRA is soliciting public comment on the interim guidance which may be filed at www.regulations.gov (Docket Number FRA-2009-0045). FRA will consider all comments received by July 10, 2009, and will publish any resulting clarifications or revisions to the guidance in the Federal Register and on FRA's website (www.fra.dot.gov). FRA has informed us that all questions should be sent via email to this address: hsipr@dot.gov.

The FRA's Strategic Plan for High-Speed Rail is a vision to transform the nation's transportation system by rebuilding existing rail infrastructure while launching new high-speed passenger rail services in 100-600 mile corridors that connect U.S. communities. A full length version of the Strategic Plan can be found here: http://www.fra.dot.gov/us/content/31.

The funding for the plan will come from an initial $8 billion down payment on a national network of corridors as designated by the American Recovery and Reinvestment Act (ARRA) stimulus bill, along with $1 billion per year for at least 5 years (proposed in FY 2010 budget). Completion of the vision will require long‐term commitment from both the Federal Government and States.

The FRA also held a series of High-Speed Rail (HSR) and Intercity Passenger Rail (IPR) Workshops throughout the country to further refine their implementation of President Obama's vision for developing a series of intercity and high-speed passenger rail corridors in the United States.  A link to the workshop presentations from the FRA, Amtrak, and each of the corridors is available here: http://www.fra.dot.gov/us/content/2241.
